11A - J S Hale to move (seconder: B A Gibson)

  • In December 2018, the government published its Implementation Plan2018-2021 for its National Pollinator Strategy. As a land-owner,Hertfordshire County Council should be participating in this initiative.Specifically, HCC should, when determining land management policies, take pollinators into account and help deliver high quality, connectedpollinator-friendly habitats. It is therefore proposed that the County Council:

  • (a) requests the Executive Member for Resources and Performance set up a cross-party working group to work with officers to produce a Pollinator Action Plan for submission to Cabinet for approval in six months’ time;

  • (b) requests the Executive to recognise the vital importance toHertfordshire’s rural economy of pollinators and the fact that the County Council is well placed to make a significant contribution to reversing their decline, including through land and verge management, development control, and leadership and education across local communities; and

  • (c) requests the Executive to protect and increase pollinator-friendlyhabitats; managing council-owned and council-managed land to benefit bees and other pollinators including more pollinator-friendly cutting cycles; reduced use of bee-harming pesticides; and planting more wildflowers and other bee-friendly plants in our country parks and community spaces.”

  • “Following the recent action of over 7,000 headteachers across the country writing to millions of parents outlining the impact of the continual cuts in cash terms of 4.9% nationally, in per pupil funding,and over 8% in real terms since 2013/14, this Council requests its Leader to write to Damian Hinds ,the Secretary of State for Education, expressing our concern on the effect these cuts have had on the ability of schools to fund the breadth of curriculum required for our students and in particular the significant effect such reduction has had in supporting children with Special Educational Needs.”

11C - P M Zukowskyj to move (seconder: M A Watkin)

  • This council notes the extremely valuable contribution to supporting voluntary sector youth services provided by the charity Pro-Action.

  • This council further notes the reduction in funding support of 66% to Pro-Action as a direct result of cuts to Youth services totalling £1.6m in the Integrated Plan for 2019/20.

  • This council believes the unintended consequences of this cut is a major threat to the continuation of many voluntary organisations across the County that provide youth services at a fraction of the cost those services would otherwise require.

  • This council also believes the recent changes to national focuses on reducing violent crime, especially knife crime among young people, is undermined by cuts to youth services

  • This council, therefore, requests the Executive to reinstate the funding to Pro-Action and to work closely with the charity to better support voluntary youth organisations in future
